Important things that happened

After being knocked in the water by Phoenix, Haruto sinks into the water unconscious. Dragon roars to wake Haruto up, whose eyes are now glowing red.
Haruto tries the new Wizard Ring to draw out Dragon's power, but he continues to get errors. Finally, Haruto is drawn into his own Underworld where he meets a red-eyed version of himself which turns out to be Dragon. Dragon warns Haruto that using his power will bring him closer to despair, but Haruto counters that Dragon is his hope.
Haruto succeeds in using the ring to power up. In the distance we see the white mage with his white Garuda familiar.

仮面ライダーウィザードフレイムドラゴン

Like Haruto's other Style Rings, he uses this on his left hand to change his form. This particular ring brings out the power of Haruto's Phantom, Dragon. This counts as Wizard's first powered-up form.
The TV Asahi page for the rings has precisely 8 slots for transformation rings at the time of this episode. There's 32 slots for spell rings, 20 of the slots being already filled.

Becomes a finisher for Wizard's new Flame Dragon form. The dragon on his chest pops out and becomes a dragon head breathing flames to exterminate the enemy. They can overcome even Phoenix's Hellfire.
The mystery red spell ring from the last episode. Apparently it can only be used in Wizard's powered up form.

Sort of like the Luna GaiaMemory from Kamen Rider W, it makes things become long.

Haruto's Underworld: The hospital room where his parents died.
The scene with Hiroki in the hospital room and his parents completely parallels the scene where Haruto's parents died. In that sense, Hiroki's mom statement becomes eerie foreshadowing when she said in the last episode that she knew how "Haruto's parents felt in that moment."
To continue with the hospital room scene, the nightmare that Haruto has of Hiroki's parents being killed in that room makes the viewer think that place would be Hiroki's place of despair. Instead, we see the hospital room in Haruto's Underworld and see his despair in a classic switch.
In the battle in front of the hospital, both Wizard and Phoenix are thrown into benches that collapse.
Wizard uses Copy on his sword. His two-handed sword technique improves his offense and defense considerably, but he sacrifices the fluid, quick attacks that his is usually common in his fighting style.
From the previews, there's no episode next week for Wizard. The previews also include a trailer for the new Movie Taisen movie.
The voice for Dragon has the perfect name, Ohtomo Ryuzaburo. Ryu in Japanese means "dragon". This episode also confirms concretely that the Phantom within him is Phantom Dragon. There were always clues like the theme of the ring designs and Dragon appearing in the Underworld battles, but this is the first time they explicitly said this.
