Jiraiya is a guest from the show Sekai Ninjasen Jiraiya. Jiraiya claims to be in his 40s, but his actor is actually 51 at time of airing.
When Jiraiya and Takaharu are fleeing, they run down Oomori-zaka.
When Jiraya is running with Takaharu and he's sliding at the floor of an office with some ladies working, it's a reference of a specific part of the opening of his show in which he does the same thing.
