Mitsuki says she's away for fighting training camp for three days. So that she's not distracted, she asks Akagi and Moegi to not have any delusions. Their inability to comply to this request becomes the focal point of the episode.
When Akagi slips up, Sutema Otsu shows up. The monster of the week summons a fake AkibaBlue to battle AkibaRed and AkibaYellow. The fake AkibaBlue reveals herself to be Malshiina when the real one shows up.

Monzennaka Hashibirokou 門前仲町ハシビロコウ

Monzennaka literally means "before the gates". Hashibirokou means "shoe-bill stork". First chief clerk to not be an insect.

In his rollcall, Akagi says he wants to be stomped on by Rē Nefel from Choushinsei Flashman.
Akagi sees transvestites and is reminded of Cool Passion, DekaRanger episode 26.
Kozukozu is dresses as Sakura from GoGo Sentai Boukenger.
Yumeria cosplays as Mele from JyuKen Sentai GekiRanger.
Akagi fantasizes Mitsuki cosplaying as Kaze no Shizuka from GoGo Sentai Boukenger and Jeanne from Bakuryuu Sentai Abaranger.
Akagi fantasizes Hakase cosplaying as Rijewel from Bakuryuu Sentai Abaranger and Shiratori Swan from Tokusou Sentai DekaRanger.
Akagi fantasizes Sayaka cosplaying as Tetom from Hyakujyu Sentai GaoRanger, Sayaka from Dengeki Sentai Changeman, and Sherinda from Seijyu Sentai Gingaman.
Akagi fantasizes Malshiina cosplaying as Sherinda from Seijyu Sentai Gingaman (with her Malshiina classes) as well as Kegareshia from Engine Sentai Go-Onger and Wendiinu from Ninpuu Sentai Hurricaneger.

Moegi addresses Mitsuki as "neechan" at the beginning, even though she's already changed out of her schoolboy cosplay.
When they replace the toy in the window, it's Ginga Keiji Gabian, a bootleg of Gavan. Perhaps a reference to Bootleg Gavan from the Gokaiger and Gavan crossover movie.
