Kougami Kousei

The most knowledgeable human on the history of the Greeed in Kamen Rider OOO.

History

Kougami Kousei is the president and owner of the Kougami Foundation. He is rumored to be an ancestor of the King who became the first OOO 800 years ago. His company seems to have many interests in the arts and sciences but really most of it is involved with the Greeed and the Core Medals. After Hino Eiji becomes Kamen Rider OOO, he has Gotou to deliver him various gifts and eventually talks to Eiji and Ankh through Satonaka. He brokers a deal with Ankh to get 60% of the Cell Medals exchange for Eiji and Ankh to use the Medal System. He goes to Europe during Christmas break to get the mummified body of Ankh. Once back from Europe, he removes a Condor Medal from it which causes the body to move on its own.

Kougami eventually figures out that Maki was working with Kazaki and warns him to break it off. But it ends up that Maki rebels against Kougami and takes the set of purple Medals that he also got from Europe. The purple Medals are the one thing Kougami hates so much which goes against his ideals. He tries to get Eiji to find his desire in order to control the purple Medals but even once finding it, Eiji refuses to give up the Medals. Towards the end of the series, Kougami allows Eiji to absorb his vast stock of Cell Medals. Also he gives Eiji the set of Medals that the first OOO used to transform for the first time after absorbing the Cell Medals.

In Mega Max, Kougami commissions a project to create a new set of Core Medals that wouldn't form a consciousness but he finds out that his project is a failure. After giving a Rider System using the new Core Medals to Minato Miharu 40 years later, the Core Medals managed to gain a consciousness from the previous Core Medals that were thought disappeared in the final battle between OOO and Maki.

Personality

Kougami has a rather odd personality for being a head of a large company but is smart and cunning. He was able to predict on the amount that Ankh would settle on when negotiating the amount of Cell Medals he would give for use of the Medal System. He knows a great deal about the history of the Greeed and the Core Medals. His main personality trait is that he celebrates the birth of things. He believes desire is the energy of evolution He constantly bakes cakes and yells out "Wonderful!" when people say or do something that he likes. Also tends to sing "Happy Birthday" and plays it on the record player in his office. Kougami rarely goes outside of Kougami Foundation which he usually has Satonaka act as a relay between him and the outside world unless there's some reason for it.

Trivia

• Kougami is the main cause for the bad things that happens with OOO almost in every movie where he's a main star. Only Let's Go Kamen Rider isn't caused by Kougami.
• Due to the doubts about the canonity of OOO Wonderful, the information about Kougami being the descendant of the first OOO may not be true.
