Story

Tsuu creates a yellow member for the Gouraigers so that they become an evil sentai trio.
Since the bad guy bosses in Hurricanegers are based on the seven days of the week, adding this trio made the week last ten days. As a consequence, anti-otaku ordinances are carried out on these three new days.
One such ordinance bans cosplaying. The AkibaRangers are chased into a warehouse where they encounter Tsuu Shogun who is also being pursued.
Hadeskin then appears before Tsuu's eyes, and he watches the AkibaRangers transform and go into the world of delusions. This gives him the idea to beam himself into the delusions, where he reveals himself before the AkibaRangers.
The Hurricanegers appear, the Gouraigers become good again, they give their Outrageous Power to the AkibaRangers, and the bad guy is defeated.
In a hospital room, we see a woman's mouth as she says "You're awake? I'm fine. Don't worry, and sleep."

New Outrageous Power

Hurricane Ball ハリケンボール

Comes from the Hurricanegers' Karakuri Balls. Apparently it looks like a combination of Goat Crusher and Tortoise Hammer.

There's a note on the Japanese wiki saying that the 21st Century Outrageous Powers are Hurricaneger, DekaRanger, and Boukenger, skipping a year each. From the 90s, they've got Jetman through DaiRanger.

Named after Hades for Pluto and zukin for "hood"? Tentoraiger comes from tentoumushi, the Japanese word for "ladybug".

Trivia

While Tsuu is flipping through his notebook full of kaijin design, we see one that hasn't appeared in the series yet. Then we start seeing stuff like "AkibaRanger" being crossed out or "Damn you, AkibaRed" on the bottom of defeated monster pages.
- Tsuu also has sketches of the AkibaRangers. Like Hakase, he can't see into the delusions, and can only rely on the reports from Malshiina.
During some shots of Akiba, some signs are blurred out for copyright reasons.
The actual Kyoto Protocol is about saving the environment. In this version, it's to do away with otaku worldwide.
Tazuko wakes Tsuu up by calling him Ushirozawa-san.
Apparently the leader of the anti-cosplay group is the stunt actor for AkibaRed, Wada Sanshiro 和田三四郎.
To combat the Kage no Mai technique, the Gouraigers use the technique "to summon that thing from 2001", a reference to 2001 A Space Odyssey. What appears is a Monolith which deflects all the Hurricanegers.

Nao voices Hadezukin but not HurricaneBlue.
Kabutoraiger says Marvelous' line "Let's make this showy!" His voice actor for this episode also did the narration for Gokaiger.
Kakure ryuu Mangetsu Giri (Moon slash 隠流・満月斬り) and Kakure ryuu Sandan Giri (Three-part slash 隠流・三段斬り) are NinjaRed and NinjaYellow's special moves.
Yellow uses DynaBlack's Konohagakure (Hidden in leaves 木の葉隠れ) technique.
Luna's Samurai Gekido Bomber is Ninjaman's technique. AkibaBlue's shade of blue is similar to Ninjaman's. The use prompts a response from the Gouraigers wondering why a ninja is using a samurai technique.
Nobuo mentions DekaRanger 37, which was written by AkibaRanger 2 writer Naruhisa and directed by Watanabe Katsuya.
Nobuo at the karaoke bar wants to sing Nobinobi Man Taisou (ノビノビーマン体操). Apparently this is the song Mai was planning to sing in the last episode of Abaranger.
Yuuko says "This is kind of an official development" when the Hurricanegers appear. Apparently it's because a similar situation occurs in the Hurricaneger episodes of Gokaiger.
Luna refers to Shurikenger as the ninja who uses the shamisen, since his weapon was called Ninjamisen (combining ninja and shamisen).
The Gouraigers come to their senses because they see Yellow and Blue digging Red out. That's because they made their living as construction workers when they weren't being ninjas.
Hurricaneger keyword "a-re" アレ. In Japanese this word just means "that" or "that thing", but apparently was a big McGuffin in the Hurricaneger series.
- Anyway, apparently a lot of characters use the word "are" in this episode since its significant for Hurricanegers.
Tentoraiger's dying words are the lyrics to Shinobi Koi, which was sung by HurricaneBlue. Both characters are voiced by Nagasawa Nao.

Red's Recommendation

Akagi starts recommending something about Kakuranger and ninjas, but is stopped by the Gouraigers.
Later on he completes his recommendation: "I recommend Hurricaneger guest Oka Yuriko-chan. 'Mr. Star, I can do it on my own.'" This is from episode 12.

Blue's Recommendation

Blue says she likes Onboro, but the character's actual name is Oboro. Onboro means "shabby" in Japanese.

Kozukozu wears HurricaneYellow's jacket.
- As well as GaoBlack's jacket.
- Kozuokzu also wears Go-On Blue's jacket at the end of the episode.
