Just as I thought, Toei Hero Next's twitter/website doesn't announce the film as the fourth one and the official website of Shiro Majo doesn't mention it. Do you really think you can sub Ultraman Ginga? According to JEFusion's source, Ginga have a total of 11 episodes and two specials.
