- Raidou Hikaru returned to his hometown as he feels someone is summoning him.
- He finds the mysterious device "Ginga Spark" and a talking Ultraman Taro doll in the Galaxy Shine.
- He learns that all Ultramen and kaiju were turned into dolls by a dark power.
- Alien Valkie is revived from his doll form by the dark power.
- Hikaru finds another doll - Black King, and through the Ultra Spark transforms into the kaiju Black King
- During the fight with Thunder Darambia, a Ultraman Ginga doll appeared and Hikaru transforms into Ultraman Ginga.
