八手三郎 Yatsude Saburou.

This is probably not an actual person, but a pen name for a group of people. In Japan, his name is usually pronounced Yatsude Saburou, but there are times like in the Power Rangers where he's credited as Saburo Hatte. This pen name has existed as far back as the 70s (even being included on the Japanese Spiderman series).
