The second and last Kamen Rider W Original Video.
Story
- Mina tells W and Akiko the story of how Daidou Katsumi is a hero not entirely a villain.
- Katsumi meets Mina after killing a terrorist group. Later, He is held captive at a place known as village.
- Doctor Prospect plans to initiate his project, Heaven's Hall on the villagers.
- Because he’s in love with Mina, Katsumi decides to save her and the villagers.
- Doctor Prospect's way of killing the villagers and Mina triggers Katsumi to become a devil.
- Shoutarou and Philip acknowledge that Katsumi would have been a Kamen Rider for his heroic work.
Kamen Riders
- Kamen Rider Eternal Red Flare (仮面ライダーエターナル レッドフレア)
This is the failed version of Eternal that comes from Kazu Jun's attempt to use it. The form is unstable and Kazu is unable to use it long. Additionally, this form lacks a weapon, a cape, and a set of 26 Memory slots that Blue Flare possesses.
With Katsumi becomes the Eternal Memory user, the following happens to make Kamen Rider Eternal Blue Flare is the true Kamen Rider Eternal.
- Red flare turns into blue flare.
- A cape is attached to the Rider.
- A set of 26 Memory slots is equppied on the Rider.

- The sweets man is portrayed by writer Sanjou Riku who is the main writer for the Kamen Rider W TV series.
- The Necroover project is the rival competitor of Museum's GaiaMemory project for Foundation X's investment interest.
- The rest of the NEVER members have a flashback to the event of how they were chosen by Katsumi for resurrection.
- Foundation X uses the Necroover project to resurrect the already dead Kazu Jun which answers the question of him being a NEVER in episode 48.
- The Original Video acts as a prequel to the Kamen Rider W Forever: A to Z / The GaiaMemories of Fate movie.
