The Counter Unidentified Lifeform squad of the police department has completed the development of the Kamen Rider G3 suit.
Hikawa Makoto, the main suit user, has demonstrate excellent control and fighting ability with the suit during testing.
The squad's research department has begin analysis on a large silvery object discovered of the sea shore.
Strange murders happening around the city is revealed to be a leopard-like monster's doing.
Tsugami Shouichi is a young man that has amnesia, and Hikawa Makoto is an elite swimmer that was involved in a car accident. Both experience extreme pain each time the monster appears.
Hikawa Makoto encounters the monster, and G3 engages in his first real battle. He discovers that the G3's weapons have no effect on the monster.
A mysterious Rider, which the monster refer to as "Agito", appears and defeats the monster.
