Action Commander Regaeru's target is the world's leaders who will swap into Sugoumin in order to easily take over the Earth.

Regaeru レガエル - Voiced by Kousuke Asai 浅井宏輔

His ability is to twist his arms to form a cannon to fire the Reversal Beam (逆転ビーム) from his Gyakutentacles (ギャクテンタクル) to swap opponents' bodies.

One of the shopping bags Don (inside Luka's body) carries has the SCRTC logo on it.
In the scene where Luka and Don see a group of boys bullying girls, all of the signs around the street have names of past Super Sentai female villains:
