Tsukasa Ryuuji arrives to inspect the G3 Unit.
We learn that Tsukasa used to be Houjou's partner. On an assignment, Tsukasa is shot in the right arm protecting Houjou. While Tsukasa was hospitalized, his little sister was murdered.
People start dying by igniting suddenly.
Aki disappears but leaves a key for Shouichi. Shouichi decides to move into Aki's apartment.
Shouichi starts working at the Hanamura Bakery, which specializes in pickle sandwiches.
The young man in black continues to let Sawaki Tetsuya visit other people's minds. This time, the mind he visits is looking to kill someone.
The bakery owner gives Shouichi all his recipes. Someone attacks and kills the owner that night, burning the body to look like the other Unknown's killings.

Tsukasa Ryuuji - Terasoma Masaki 寺杣昌紀
From Police H.Q. he's present to inspect the G3 Unit. He has a rank of chief/kachou.
Hanamura Sashi - Miyayoshi Yasuo 宮吉康夫
Owner of the bakery where Shouichi works part-time. He leaves his recipes to Shouichi before he dies.

The mind that Sawaki Tetsuya visited is mostly likely the mind of Tsukasa Ryuuji, looking for his sister's killer.
