Important things that happened

• Detective Sudou Masashi reveals himself to be Scissors. He and Kaga worked together for some dirty works, Sudou killed the man because he didn't like Kaga's demand for more payments. Kanzaki Shirou eventually approached to Sudou, offering him a chance to fight in the Rider Battle as Scissors.
• Knight says there are a total of thirteen Card Decks. With Scissors gone, there are twelve Riders left.
• The fourth Kamen Rider appears.
