Like Henshin, this phrase is shouted by Space Sheriffs when they transform.
Examples
Space Sheriff Gavan uses this phrase to transform. In his case, metallic particles form onto his body to become a power suit. The chaku kanji is the same in Souchaku, both basically mean "to equip".
