The second and last Kamen Rider W Original Video.
Story
- Mina tells W and Akiko the story of how Daidou Katsumi is a hero not entirely a villain.
- Katsumi meets Mina after killing a terrorist group. Later, He is held captive at a place known as village.
- Doctor Prospect plans to initiate his project, Heaven's Hall on the villagers.
- Katsumi falls in love with Mina, he decides to save her and the villagers.
- Doctor Prospect's way of killing the villagers and Mina triggers Katsumi to become a devil.
- Shoutarou and Philip acknowledge that Katsumi would have been a Kamen Rider for his heroic work.
Kamen Rider
- Kamen Rider Eternal Red Flare (仮面ライダーエターナル レッドフレア)
This is the failed version of Eternal that comes from Kazu Jun's attempt to use it. The form is unstable and Kazu is unable to use it long. Additionally, this form lacks a weapon, a cape, and a set of 26 Memory slots that Blue Flare possesses.
With Katsumi becomes the Eternal Memory user, the following happens to make Kamen Rider Eternal Blue Flare is the true Kamen Rider Eternal.
- Red flare turns into blue flare.
- A cape is attached to the Rider.
- A set of 26 Memory slots is equppied on the Rider.
